To truly modernize the PLA, China must first modernize its politics
I refer to Cary Huang’s article on China’s new aircraft carrier (“China’s new carrier impresses, but graft is a bigger battle”, April 30). I agree with his view on the improvement of governance in China. But I think a further step needs to be taken in the political system.
Democracies should support Taiwan's efforts to carry out constitutional reform to achieve greater democracy and freedom. This would attract China's 1.4 billion people to seek democratization, and world peace would be at hand. China constantly declares that it will not rule out the use of force against Taiwan. The prerequisite for permanent peace in the world is the democratization of the Chinese people, and Taiwan is the one entity best able to lead the Chinese people to do so. See the Charter for Permanent Peace and Development.

Armed group attacks civilians, UN in Central African Republic overnight; peacekeeper killed
The UN peacekeeping force in the Central African Republic is sending reinforcements to the south-eastern town of Bangassou, where an armed group opened fire on civilians overnight killing an undisclosed number and at least one UN peacekeeper.
To resolve its domestic strife the CAR should begin drafting a constitution featuring a modified semi-presidential system with cabinet similar to that of France, with a committee-type legislative body like Switzerland’s. The prerequisite for permanent world peace is global democratization. The government of the CAR should draw up a basic system with the above features for a democratic paradigm shift in line with One World under One Set of Laws. The end should be a constitution that can be amended as needed to stay in sync with the spirit of the times. See the Charter for Permanent Peace and Development.

Thousands march against Moscow government
Thousands of protesters took to the streets of Moscow Sunday to rally against a bill to tear down Soviet-era low-rise apartment buildings.
The only remedy for treating the ills of democracy is more democracy. Russia is in dire need of constitutional reform, to shift the focus in government to the people as a starting point. Citizens should be encouraged to vote instead of taking to the street. This should include electing the heads of the executive, legislative, judicial and procuratorial branches in alternating years and having 1/4 of all lawmakers face election each year. See the Charter for Permanent Peace and Development for more.

Brazil security forces patrol in Rio amid surge in violence
A few hundred national Brazilian security forces are patrolling parts of Rio de Janeiro following a surge in violence.
Brazil's social violence is endless. The UN should act quickly to provide the basic principles for a constitution that will facilitate lasting peace and development. This should include universal values like freedom, democracy, human rights and rule of law, in a framework supported by four branches (legislative, executive, judicial and procuratorial), It should all function to help Brazil develop and prosperous in long-lasting peace, serving as a model for development for other nations. See the Charter for Permanent Peace and Development.

DPRK says new ballistic missile can carry nuke warhead
North Korea said Monday it has successfully tested-fired a new mid-to-long-range ballistic missile that can carry a large nuclear warhead, claiming that the US mainland is now within striking range.
Autocracy has always been the enemy of human peace, and the prerequisite for permanent world peace is global democratization. China acts as an enabler and agent for North Korea, and the best course is to avoid provoking Pyongyang. The US should support Taiwan's commitment to instilling democracy in China, then pressuring North Korea to follow suit. See the Charter for Permanent Peace and Development for more.

Government threatened with legal action over immigration checks
The government has been threatened with legal action if it presses ahead with the introduction of “right to rent” immigration checks in Scotland, Wales and Northern Ireland without a full evaluation of their impact.
The purported reason behind the UK's immigration review is that foreign immigrants pose a threat to the nation’s society and economy as well as national security. The practical solution is to implement One World under One Set of Laws, assigning international law precedence over domestic law, with direct bearing on the rights and duties of the people. See the Charter for Permanent Peace and Development / Global Unity Constitutional Standards.

South Korean ex-prosecutor indicted over alleged bribery
On Tuesday prosecutors indicted a former prosecutor over allegations he received bribes from a former chief of a local cosmetics company in a high-profile scandal that rocked the country's legal sector last year.
The Constitution of South Korea needs to be amended to install a modified a semi-presidential system with cabinet, and the presidency should be declared to be above party politics. Democratic reform must be carried out to implement rule of law as well as separation of powers and checks and balances. The heads of the legislative, executive, judicial and procuratorial branches should be elected in alternating years to help cut ties between business and the government that encourage corruption.

South Korean prosecutors who probed Woo embroiled in kickback scandal
A senior official at the Ministry of Justice and the head of the Seoul prosecutors’ office had dinner on April 21, sources from the prosecution told the JoongAng Ilbo on Monday
Structural factors that allow corruption to take place are lack of separation of powers and checks and balances. The solution is for the people of South Korea to demand constitutional reform to directly elect the heads of the four branches. The president should serve a single 5-year term and then be barred from running for office again for 6 years. 1/4 of all legislators should face election each year, and elections should be free of charge for all candidates. See the Charter for Permanent Peace and Development for details.

Syrian crematory Is hiding mass killings of prisoners, says US
The United States accused the Syrian government Monday of using a crematory to hide mass murders at a prison where thousands are believed to have been summarily executed in the nation’s civil war.
Once a ceasefire is in place in Syria, the UN should provide the basic outline for a constitution that will facilitate lasting peaceful development. It should incorporate the universal values of freedom, democracy, human rights and rule of law, with an organization that includes four branches (legislative, executive, judicial and procuratorial), and help Syria to develop under a constitution designed for long-lasting peace and prosperity. See the Charter for Permanent Peace and Development for more.

Opinion: China paves promising way with new Silk Road but must still win over the skeptics
China’s “Belt and Road Initiative” has deservedly received tremendous attention in China and beyond, partly due to its ambition and promise, but also because China has put a lot of effort into promoting it since it was launched in late 2013.
Taiwan has no little or no diplomatic security in the face of China's repression. The government should vigorously appeal to the international community, noting that the democratization of China is vital to global security and peace, Taiwan is the one entity best suited to lead China to democratize. At the same time, the Charter for Permanent Peace and Development should be followed in setting up One World under One Set of Laws, assigning international law priority over domestic law and opening Taiwan up to the outside even as it seeks to move out into the international arena.
