When elections are a game rich men play, they become little more than using money to gain the right to make more money in the systemic corruption in many nations’ politics. Human security is fundamental human right and must be valued about any regime or sovereign. Constitutions represent the general will of the people, and must ensure the human security, including "personal safety", is the most basic and urgent duty of constitutional guarantors. Germany has risen from the ignominy of defeat in World War II to prominence as a European power. Its government is taking steps to promote transitional justice by declaring that historical events should be open to the truth and the files and trials of perpetrators of crimes should be exposed. Germany's successful handling of justice offers Taiwan a useful reference in its approach to justice. And comprehensive constitutional reform should be a central element. Taiwan should learn from Scotland’s experience with independence referendums. What is needed is a paradigm shift to allow the people to participate in referendums on public issues. When a motion to outlaw referendums on self-determination is raised, the very next referendum should decide whether such a motion should be banned. The Legislative Yuan should establish the "right of creation" as part of the Referendum Act, and President Tsai should openly acknowledge the need for comprehensive constitutional reform. Human security and sustainable development are two of the major tasks of the UN, and all nations – members or not – would be wise to acknowledge them. The solution is to install One World under One Set of Laws and assign international law priority over domestic law with direct effect on the rights and duties of the people. Citizens should be able to monitor government actions to ensure they are in line with the UN Charter’s guidelines, the Vienna Convention for the Protection of the Ozone Layer, the Natural Charter and other relevant conventions. Democracies everywhere should back Taiwan's efforts at constitutional reform to achieve better democracy and more freedom. This would encourage people to call for democratization in Southeast Asian countries and lead the world closer to long-lasting peace. Thailand’s military government has dispatched thousands of soldiers and police to surround the temple for nearly a month. This shows that the military has no place governing and the army must be entirely free of political aspirations. Thailand needs full constitutional reform to bolster its constitution and widen referendums and elections. They should look to Switzerland and California as models for emulation. Candidates for Chief Executive of Hong Kong are still vetted by the CEC, a dictatorial arrangement masquerading as democracy.
