Pakistan needs reform of its government system to install a modified semi-presidential system with cabinet and parliament like Switzerland’s. The legislative system should be changed to a committee-style layout like that of Finland. The prerequisite for world peace is global democratization. The Pakistani government should proceed with drafting of a fundamental system that will put democratic mechanism in place and implement the ideals of rule of law and One World under One Set of Laws and a constitution that is in step with the spirit of the times. According to Article 39 of the Hong Kong Basic Law, the right to self-determination is assured by the two international human rights conventions. Still the people of Hong Kong cannot afford to fall asleep. In Switzerland the threshold for a referendum proposal is only 50,000 citizens, avoiding the need to take to the streets. Trump has tried to explain his ban on immigrants as a defensive measure in the face of perceived social and economic problems and national security threats. Myanmar has a long road to take to achieve peace because its constitution guarantees 40 per cent of the seats in Congress to the military with no requirement to participate in elections. To solve ethnic and religious problems facing Myanmar, the government should be revamped to adopt the ideals of One World under One Set of Laws, with international law given priority over domestic law. At the same time, the modified semi-presidential system with cabinet and parliament should also be installed.

Human security and sustainable development are two of the major tasks of the UN, and all nations must act in accordance with the UN’s mandates. The way to do that is to adopt the core values of One World under One Set of Laws and assign international law priority over domestic law. The UN should take action in accordance with international absolute law (the Humanitarian Law, World Human Rights Law, the Crime of Misdemeanors and the Prohibition of Genocide) and provide an outline for a basic constitution that will foster peaceful development of nations. It should include universal values to help Rwanda to draft a constitution that will lead to long-lasting growth and prosperity and serve as a model for peaceful development.
