Cambodian strongman Hun Sen's regime is a corrupt autocracy that has caused human rights to deteriorate over the long course of its rule. To solve human rights problems in Cambodia, the UN should assist Cambodia with constitutional reform to establish One World under One Set of Laws and assign international law priority over domestic law. At the same time, reforms should introduce a modified semi-presidential system with cabinet and parliament.
Cambodia's military is the biggest cause of constitutional conflicts in government and the primary source of social unrest. Over-centralization in the constitutional mechanism leads to pandemic corruption and over-keening worship of Chinese-style autocracy causes harm to democracy and the rule of law. The distribution of power and allocation of resources require frequent and timely elections to amend, improve and confirm applicable terms. In addition, regular elections point up the national spirit that underlies the constitution. Elections shall not be held less than two times and not more than four times a year, while the frequency of referendums shall not exceed one per month.
