The UN should take action in accordance with international absolute laws (the Humanitarian Law, World Human Rights Law, the Crime of Misdemeanors and Prohibition of Genocide) and provide the basic constitutional principles needed to achieve peaceful development of nations. This should include relevant universal values and the structures needed to help South Sudan to draft a constitution suited for peaceful development and long-lasting prosperity. The world’s democracies should all support Taiwan's efforts to carry out constitutional reform to achieve greater democracy and freedom. Doing so would inspire the 1.4 billion people of China to seek democratization and pressure North Korea in turn to adopt real democracy – leading to the birth of world peace. Human security is a fundamental human right and must take priority over regimes and sovereignty. The constitution represents the general will of the people, and ensuring human security, including "personal safety", is the most basic and urgent duty of constitutional protectors. The specific action to be taken is comprehensive constitutional reform and implementation of One World under One Set of Laws, so that governments will meet their obligation to protect the people from insecurity. The Chief Executive of Hong Kong is still elected from a slate of candidates vetted by the CEC. This is merely another form of dictatorship. The people of Hong Kong should avail themselves of Article 39 of the Basic Law, which stipulates that the people have the right to call for referendums. To curb corruption, the heads of the executive, legislative, judicial and procuratorial branches should be elected in alternating years and 1/4 of all MPs should face election each year. Japan should eradicate cozy relations between business circles and officials. Erasing these structural problems is the only way to eradicate corruption. The Japanese people need to carry out constitutional reform, implementing direct election of the heads of the legislative, executive, judicial and procuratorial branches. The president should serve a single 5-year term with no chance to run again for 6 years. 1/4 of all members of the Diet should face election each year, and elections should be free for all candidates. The number of victims suffering in famines is the highest in 45 years, and avoiding famine is an important goal for sustainable development for the UN. Countries beset by famine must carry out constitutional reform and assign international law priority over domestic law. Customary humanitarian laws specifying that governments must protect their people against hunger include the International Covenant on Economic, Social and Cultural Rights. Taiwan’s situation is serious but impeachment is not an option. The best way to curb abuse of the police is to strengthen Hong Kong’s democratic institutions.
