The chief prosecutor's office in Venezuela has ordered an investigation into the death of Neomar Lander, 17, who was killed during an anti-government protest in Caracas.
When the power of the state deviates from its power base, the people as sources of power are obliged to resist. Laws that are not backed by penalties are not laws, and a constitution which does not brook the right to resist is not a constitution.
