The personal safety of dissenters in Venezuela must be protected. The ruling authorities cannot be allowed to play the ‘security card’ and use fear to stifle opposition. Venezuela needs constitutional reform to make it clear that all public authorities are subject to checks and balances. Members of the Electoral Commission should come from at least three unaffiliated groups or organizations, and the number of members from any given party shall not exceed one-fourth of the total. China hopes to revitalize its economy and control the real estate boom at the same time. This calls for a careful look at the source of corruption: the lack of a viable constitution. Top officials should be limited to one 5-year term and not allowed to run again for 6 years afterwards, and elections should be free of charge for all candidates. Human security and sustainable development are two of the major tasks of the UN. If Hong Kong is to solve its problems with air pollution it needs to implement the core values inherent in One World under One Set of Laws, assigning international law precedence over domestic law, with direct effect on the rights and duties of the people. In 1997 China pledged that Hong Kong will remain unchanged for 50 years, but the 2047 deadline is already being hedged. Article 39 of the Hong Kong Basic Law protects the right of the SAR’s people to self-determination, and they have the right to call for referendums on any public issues. The people of Hong Kong should adhere to the rights assured under these conventions and petition for referendums to decide their future. The world’s democracies should all support Taiwan's efforts at constitutional reform to achieve greater democracy and freedom. This would inspire China's 1.4 billion people to call for democratization of the CCP, and North Korea would then follow suit, leading to the birth of world peace. The Chief Executive of Hong Kong is still selected by the CEC, which is merely another form of dictatorship. The people of Hong Kong should make good use of Article 39 of the Basic Law, which states that the people have the right to call for referendums. To curb corruption, the heads of the executive, legislative, judicial and procuratorial branches should be elected in alternating years, and 1/4 of all MPs should face election each year. Governments sometimes force innocent people to disappear. A law that is not backed by penalties is not a law, and a constitution that does not countenance resistance is not a constitution. When governments violate the constitution, the people must resist.
