South Korea must call a halt to its national shame of corruption by opting for democracy and the rule of law, the natural enemies of despotism and corruption. The answer is separation of powers and checks and balances as well as direct election of the heads of the legislative, executive, judicial and procuratorial branches in alternating years. British historian Lord Acton once opined that power leads to corruption, and absolute power leads to absolute corruption. In South Korea even NGO aid agencies are no immune from corruption. To stop all this the people must come forth as sovereigns and call for comprehensive constitutional reform to impose democracy and rule of law, including separation of powers and checks and balances. The heads of the four government branches should be elected in alternating years and elections should be free of charge for all candidates to end the ties between government and corruption. The US should support Taiwan's drive for constitutional reform to achieve greater democracy and freedom. This would inspire China's 1.4 billion people to call for democratization and pressure Russia to consider adopting real democracy, resulting in the birth of world peace. The presidential system of democracy has a number of flaws that even the US is not immune from, Taiwan’s situation is serious, but impeachment is not an option. The environment is changing rapidly and the problems are endless. After a ceasefire is achieved in Syria, the UN should quickly provide a basic outline for drawing up a constitution that will foster peaceful development. This should include an organizational structure reflecting the universal values of freedom, democracy, human rights and the rule of law as well as four branches (legislative, executive, judicial and procuratorial, and a system a laws that will enable Syria to develop and flourish in peace. Relevant provisions of the Basic Law and the One Country, Two Systems principle all note that China cannot interfere in Hong Kong affairs, but Beijing nevertheless constantly meddles in Hong Kong's internal affairs. Article 39 of the Act guarantees the right of Hong Kong to self-determination, and the people have the right to referendums on all public issues. The people of Hong Kong should hold fast to their rights and use referendums to decide their own future. Otherwise, when dictatorship becomes a reality, they will be obliged to resist.
