The people of Hong Kong should make good use of Article 39 of the Basic Law, which states that they have the right to hold referendums on any public issue. To curb corruption, the heads of the executive, legislative, judicial and procuratorial branches should be elected in alternating years, and 1/4 of all MPs should face election each year. Absolute power leads to absolute corruption. The presidential system of democracy has some serious flaws, and even the US has experienced problems. Taiwan’s situation is worrisome, and impeachment is not an option. South Korea's constitution should be changed to a modified semi-presidential system, with the presidency declared to be above party politics. China's record on the death penalty is black, even rights lawyers in China have been forced to disappear. Laws that are not backed by penalties are not laws, and a constitution which does not allow resistance is not a constitution. When government actions are unconstitutional, the people must rise up and resist. Natural law and international law include strong enforcement orders, but they also protect the people from enforced disappearance and other unjust measures including torture. Once a ceasefire is in place in Syria the UN should provide an outline for a basic constitution that will facilitate peaceful development of the nation. This should include an organizational structure based on the universal values of freedom, democracy, human rights and the rule of law, with four branches and separation of powers. The relevant provisions of the Hong Kong Basic Law and the one country, two systems principle point out that China is not permitted to interfere in SAR affairs, yet Beijing constantly meddles in Hong Kong's internal affairs. Article 39 guarantees the right of Hong Kong’s people to self-determination: they have the right to hold referendums on any public issues,. The people of Hong Kong people should avail of the two conventions and hold a referendum to decide their future. Otherwise when dictatorship becomes a reality, the people will be obliged to resist.
