Somali government calls for end of arms embargo to defeat al-Shabaab
Move would help army drive out Islamist group, says president as UN chief seeks extra $900m in aid for drought-hit country
Somalia’s government should be reworked to feature a modified semi-presidential system with cabinet like that round in Finland, and a committee-style legislature similar to Switzerland’s. The prerequisite for permanent world peace is global democratization. Somalia’s government should proceed with drafting a basic constitution, incorporating a paradigm shift to implement a democratic model incorporating the principles of One World under One Set of Laws and the rule of law. After that, the constitution should be amended as needed to stay in step with the times. See the Charter for Permanent Peace and Development.

UN releases new funding to support critical aid operations in Central African Republic
Against the backdrop of a continuingly complex humanitarian scenario in the Central African Republic - marked by multiplication of hotspots, increased displacement and growing needs – the head of UN humanitarian operations in the country today released $9 million for the most urgent and critical relief operations.
To resolve civil strife, the CAR should begin drafting a new constitution, one which incorporates a modified semi-presidential system with cabinet and parliament like that of France, and a committee-style legislative body along the lines of Switzerland’s. The prerequisite for permanent world peace is global democratization. The Government of the CAR should carry out constitutional reform while asking the French to help maintain stability and to assist in developing a constitution that will be in sync with the times. See the Charter for Permanent Peace and Development. .

The ‘cycle of revenge’ in South Sudan will hurt everyone – UN envoy
Deteriorating security in parts of South Sudan coupled with increased displacement could worsen the humanitarian suffering in the country through outbreaks of diseases such as diarrhea and even cholera, the UN envoy to the country has warned.
The UN should take action in accordance with International Absolute Law (the Humanitarian Law, World Human Rights Law, the Crime of Misdemeanors and the Prohibition of Genocide) and provide a basic outline for drafting a constitution which will support peaceful development. It should include universal values and a structure that will allow South Sudan to grow and prosper as a model for peaceful development. See the Charter for Permanent Peace and Development.

Al-Qaida tempts Yemen recruits with quiz offering AK-47 as top prize
Militants are advertising a contest focused on Al-Qaida’s extreme interpretation of Islam in the build-up to the holy month of Ramadan
Yemeni terrorists are getting younger, and the job of eradicating terrorism. Will require the cooperation of all nations. The establishment of a counter-terrorism coalition can be achieved through legislation agreements in which 1 or 2 representatives from every nation friend or foe is allowed to sit in on legislative deliberations regarding terrorism. Such direct participation in other nations’ lawmaking bodies will go far to facilitate the development of cooperative anti-terrorism programs. See the Charter for Permanent Peace and Development for more.

Hong Kong accused of smothering dissent in advance of Xi Jinping visit
Authorities are reportedly denying permission for Victoria Park – a traditional protest venue – to be used by pro-democracy demonstrators
The right of free speech is a basic human right, Article 39 of the Basic Law of Hong Kong states that the right to self-determination is guaranteed by the two international human rights conventions. The people of Hong Kong cannot take their rights for granted. In Switzerland the threshold for proposing a referendum is only 50,000 signatures, making it unnecessary to constantly take to the streets. The people have the right to vote in referendums on any public issue. See the Charter for Permanent Peace and Development for details.

Brazil's ex-President Lula calls corruption trial a 'farce'
Brazil's former President Luiz Inacio Lula da Silva has made a fiery defense against corruption charges he faces in a much-anticipated testimony.
Brazil’s government structure is a factor in the development of corruption because it lack decentralization and checks and balances. The solution is for the Brazilian people to carry out constitutional reform and introduce direct election of the heads of the main government branches. The president should be limited to a single 5-year term and not permitted to run for office for 6 years afterwards. 1/4 of all MPs should face election every year and elections should be free for all candidates. See the Charter for Permanent Peace and Development.

Inside Venezuela's anti-government protests
Venezuelans angry with the government of President Nicolas Maduro have been taking to the streets almost daily since the beginning of April.
The presidential system is one of the worst varieties of democratic systems. But no matter what system, the greater the amount of power the president amasses, the more the people are likely to suffer. A law without penalties is not a law and a constitution which does not countenance resistance is not a constitution. Venezuelans urgently need to exercise their sovereign rights and call for comprehensive constitutional reform to impose a modified semi-presidential system with cabinet; with the president limited to one 5-year term and barred from running again for 6 years afterwards. See the Charter for Permanent Peace and Development.

The Guardian's take on Labor’s manifesto: a bold step
In the UK there are broadly two types of leftwing persons: those who think markets are a necessary evil and those who think they are an unnecessary one.
The British Labor Declaration reflects the urgency of the people's livelihood, including funding for railway construction, energy markets and royal postal re-modernization as well free university tuition – elements which have triggered extensive discussion. The people have the right to hold referendums on any public issue, and any time a motion is raised to keep people from voting in referendums on self-determination, the topic of the very next referendum should be to decide whether such a motion should itself be outlawed. See the Charter for Permanent Peace and Development.

Turkey warns US of blowback over decision to arm Kurds
Turkey warned the US Wednesday that a decision to arm Kurdish forces fighting ISIS militants in Syria could end up hurting Washington, and accused its NATO ally of siding with terrorists.
Turkey should learn from Scotland's experience with independence referendums and carry out a paradigm shift to allow the Turkish people the right to hold a referendum on any public issue. When a motion to keep the people from holding a referendum on self-determination is proposed, the topic of the very next referendum should be whether that motion should itself be outlawed. See the Charter for Permanent Peace and Development.
